HUDA issues Second Enhancement in Sectors 27,28, 42, 43 & first enhancement in Sector-57, Gurgaon


Haryana Urban Development Authority (HUDA) has served a severe blow to the residents and plot holders of Sector 27, 28, 42, 43 & 57 Gurgaon, Haryana. On 07.11.2012 HUDA issued 2nd Enhancement of hefty amount in Sector 27, 28, 42, 43 and first enhancement for Sector-57, Gurgaon. The Enhanced amount has to be paid till 31st December 2012. The details of enhancement are as under:-


Sector- 27         Rs 6282.25/- per sq yards     2nd Enhancement
Sector- 28         Rs 5269.39/- per sq yards     2nd Enhancement
Sector- 42         Rs 4847.39/- per sq yards     2nd Enhancement
Sector- 43         Rs 4678.41/- per sq yards     2nd Enhancement
Sector- 57         Rs 5612.80/-  per sq yards    1st  Enhancement


Where as the residents & plot owners of Sector-57 were anticipating an enhancement since long but first enhancement by HUDA has gone way beyond the expected enhancement. Looking at the current trends where in Sector-51 & 52, Gurgaon has received 3 enhancements and Sectors 27,28, 42 &43 have got their 2nd enhancement, the  residents & plot owners of Sector-57, Gurgaon will have to remain under the hanging sword of 2nd & 3rd  enhancement by HUDA. 
However, now looking at the atrocious attitude of HUDA there is no other way left other than to approach the court of law, RWA of Sector 43 have already reached the Hon'ble High Court of Punjab & Haryana for relief.
Since there are almost negligible numbers of residents living on the HUDA Plots so plot owners of the Sector-57 are finding it extremely difficult to get together.   6. Would you be able to guide on how the enhancement needs to be paid to HUDA? Do we need to get the supplementary deed+stamp duty also done at the same time at sub-registrar's? Will be very grateful for your advice.

  7. Dear Sanchita,
    Enhancement on the cost of HUDA Plot is the extra cost which is levied by HUDA on the pretext of payment to the farmers onto whose land the Sectors/plot are carved out.
    Enhancement is to be paid through Bank Draft in the Favour of “The Estate Officer-2, HUDA, Sector-56, Gurgaon”.
    It can be paid in two ways 1st Down payment & 2nd on 6 half yearly instalments with 15% simple interest.
    Yes, you will have to execute Supplementary Conveyance Deed on the enhanced cost.
    Stamp duty is 5% for female owners, 7% for male owners & 6% for the joint i.e male & female owners.
    Generally people who intend to sell their plots don’t get the Supplementary Conveyance Deed as same is done at the time of sale. Otherwise for those who intend to keep the plot or want to construct should get the supplementary conveyance deed executed at the earliest to prevent loss as the stamp duty might increase in future.

  8. Thanks a lot for your inputs. We are a first time owner of a HUDA plot and do not stay in Delhi NCR at the moment. It is awful how the HUDA functions and we keep getting varying information from HUDA sources.
    HUDA helpline tells us that DD should be in favor of "estate officer huda II". Does it mean the same as the one you suggested? Sorry about being a bother. And thanks again for your help.
